Case study 1

 

A large rolling-stock maintenance organisation was undertaking a reform program to introduce Reliability Centred Maintenance to achieve is vision of delivering world class rolling-stock operations. As part of this program our consultants were engaged to establish the foundations of the reform by establishing a single point of accountability for rolling-stock maintenance and performance in order.

 

The objectives of the project were to: standardise disciplined maintenance processes, systems and reporting; focusing staff on core maintenance KPIs (safety, availability, reliability, cost effectiveness, compliance to maintenance schedules) that deliver against strategic intent; and leverage the existing skills and capabilities the organisations “know how”.

 

Our consultants undertook detailed process mapping establish a clear picture of the ‘as is’ and ‘to be’ maintenance organisation and incorporated the organisational structure, systems, KPIs, accountabilities, interfaces and culture to develop a clear and agreed reform plan.  They then supported the implementation of the change management process including cultural aspects aligned with the overarching enterprise cultural  reform; and monitored and evaluated change as part of the continuous improvement process.

 

 
  
Case study 2

 

In 2014, Wiggins Island Coal Export Terminal (WICET) transitioned all of the operational readiness functions for the terminal from its Operator to WICET. COGiTATE was engaged to plan and manage the transition of responsibilities to ensure the terminal was operationally ready in early 2015.

 

COGiTATE undertook the planning and management of this transition using an integrated Project Management and Change Management approach to ensure the people, processes, systems and structural changes were fully integrated.

 

COGiTATE’s approach was to utilise the Prince2® project management framework and the Prosci® change management framework to bring a structured and systematic planning and executional approach to the transition. This ‘intervention’ was undertaken quickly, with COGiTATE’s project planner and change manager completing the assignment within two months with minimal disruption to operational readiness and the services that were transitioned to WICET, and positioning it well to meet their quality standards and scheduling requirements.

 

 

 

  
Case study 3

 

Following significant restructuring of Australia’s largest rail freight operator, its finance function was under significant pressure to reform its structure, processes and systems to drive improvements in effectiveness and efficiencies of the business unit, and reduce its staffing levels by a third.

 

Our consultants were engaged by the client as the Change Manager for the Finance Transformation Program to integrate and coordinate delivery of changes, including new finance planning, budgeting and forecasting, processes reporting systems, functional structure and staffing levels, as well as a new approach to providing financial support through business partnering.

 

The change aim was ‘to enhance Finance to a performance accountability culture where the Finance function supports fact based business decisions across the enterprise, is respected as a highly skilled, cost effective and valued partner of choice to the business.’.
